1. Introduction/Background
The project aims to strengthen disaster resilience in vulnerable communities of District Lasbela through the establishment and capacity building of Disaster Risk Reduction (DRR) Committees at the village level.
Each target village has formed a DRR subcommittee comprising up to four members responsible for planning, coordinating, and implementing disaster preparedness and response measures.
To enhance their operational effectiveness, five (2-day trainings) on Operations & Management will be conducted at 5 central locations, equipping members with practical knowledge and skills for disaster risk management.
2. Objectives
The main objectives of the consultancy are:
1. Enable community members to understand local hazards (floods, earthquakes, droughts), risks, and vulnerabilities so they can make informed decisions.
2. Equip communities with knowledge and skills to prepare for disasters such as evacuation planning, early warning systems, and emergency response actions.
3. Capacity Building of communities on village level HCVA; identify hazard-prone areas, vulnerable groups, and available resources through participatory risk assessments and mapping.
4. Improve coordination between communities, local authorities, and organizations for timely and effective disaster response.
5. Enhance leadership, planning, and decision-making skills at the community level
6. Promote inclusive disaster management considering vulnerable groups
3. Scope of Work
The consultant/firm will perform the following tasks:
1. Design a comprehensive 2-day training module for community on DRR Operations & Management
2. Develop training materials, presentations, and practical exercises understandable to the community
3. Conduct five DRR training sessions at different central locations of District Lasbela for achieving the training objectives.
4. Facilitate participatory sessions including group work and simulations
5. Ensure inclusion of gender, disability, and vulnerability considerations
6. Conduct pre- and post-training assessments
7. Submit a detailed training report with recommendations

6. Methodology
The consultant/firm will use participatory and practical learning approaches including:
1. Interactive discussions and presentations
2. Group discussions and DRR related case studies
3. Simulation exercises (early warning, evacuation planning, hazard mapping)
4. Role plays and scenario-based learning
5. Inclusion of women & vulnerable groups
6. Pre- and post-training evaluations
7. Selection Criteria
(Eligibility criteria of the consultant/firm may be included depending on the kind of consultant/firm we are looking for: e.g., registration, years of experience, etc.)
The consultant/firm should meet the following criteria:
1. Relevant consultant/ registered firms with Active GST with relevant experience background
2. Minimum 5–7 years of experience in DRR or disaster management
3. Proven experience in capacity-building trainings
4. Understanding of local languages Urdu, Sindi, Balochi, Lasi (Balochistan preferred)
5. Strong facilitation and communication skills
6. Prior work with NGOs and development sectors

9. Desired Competencies, Technical Background, and Experience

12. Payment Terms
- · 100% Payment in one installment will be made upon completion of assignment.
